On December 6, 2024, the launch conference of the International Advanced Technology Application Promotion Center (GBA) (hereinafter referred to as Greater Bay Area National Advanced Center) and the Guangdong-Hong Kong-Macao Greater Bay Area Scenario Innovation Center (hereinafter referred to as Scenario Innovation Center) was held at the The International Financial Forum Conference Center (Nansha International Convention and Exhibition Center) along with the Deep Sea Industry Development Conference. Southern Marine Science and Engineering Guangdong Laboratory(Guangzhou)(hereinafter referred to as GML) was awarded the title of "Greater Bay Area Deep Sea System Technology Innovation Center" by the Greater Bay Area National Advanced Center.
In December 2023, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation jointly issued the "Opinions on Supporting the Relaxation of Market Access and Strengthening Regulatory System Reform in Nansha, Guangzhou". Against this backdrop, the Greater Bay Area National First Center and the Scenario Innovation Center have emerged, guided by the National Development and Reform Commission and jointly constructed by the Guangdong Provincial Development and Reform Commission, the Guangzhou Municipal People's Government, and the Nansha District People's Government. They will create a number of innovative application scenario projects to promote the early implementation of new technologies and new products in Guangdong. GML leveraging its advantages in the innovation and research and development of marine intelligent instruments and equipment, has been designated as the "Deep Sea System Technology Innovation Center of the Greater Bay Area". With the support of the provincial, municipal, and district governments, the aim is to promote technological research and development, technology supply, and achievement transformation in deep-sea related fields, and to participate in the construction of the deep-sea industrial system and scenario co-construction.
At the conference, Professor Qian Peiyuan, Deputy Director of GML, delivered a keynote speech titled "The Deep Sea is the Main Battleground for Human Future Development." Professor Qian presented forward-looking suggestions on scientific topics such as "Global Ocean Governance System and Profound Changes", "Great Power Competition and International Deep Sea Governance Pattern", and "Cooperation and Development Mainstream in International Deep Sea Governance", proposing to "cultivate strong momentum for deep-sea technological innovation", "sustainably develop new productive forces in the deep-sea economy", and "deeply engage in global deep-sea governance and international exchanges".
